Typical exclusions across the major membrane makers are ponding water, foot traffic damage, penetrations added later by another trade, chemical exposure from rooftop equipment, and any failure traced back to improper installation.
Not every aging flat roof needs a tear off. Where the membrane and the insulation below it are still sound, a restoration coating can buy years for a fraction of a replacement, and we will say so when that is the honest answer.
